Educated at Winchester College and Balliol College, Oxford, he later served in the British Foreign Office during both World Wars, participated in the 1919 Paris Peace Conference, and held prestigious academic and research positions—including Koraes Professor at King’s College, University of London, and Director of Studies at the Royal Institute of International Affairs (Chatham House) from 1925 to 1955.
