Ambedkar, Mahatma Gandhi, and Sardar Vallabhbhai Patel. The book traces key moments from the colonial period through to the early years after Independence. It details controversies over separate electorates for Dalits (“Depressed Classes”) and minorities, the Poona Pact of 1932 (where Gandhi’s fast led to a compromise with Ambedkar over representation), and how electoral methods like reserved seats, joint vs separate electorates, and double-member constituencies evolved.
Vundru also explores lesser-known facts — for example, that double-member constituencies (where a constituency had more than one representative seat) existed until 1961 before being abolished. He shows how Ambedkar persistently fought for fair representation for Dalits even when faced with opposition from both Gandhi and Patel. After Gandhi’s assassination, Patel tried to eliminate some reserved seats, but Ambedkar's arguments ensured many stayed.
Overall, the book argues that many features of India’s electoral system — reservations, method of representation, constituency design — weren’t just institutional defaults, but outcomes of political struggle, negotiation, and deliberate choice. Understanding this history, Vundru suggests, is crucial for current debates around electoral reforms and representation.
About the Author:
Raja Sekhar Vundru is an Indian Administrative Service (IAS) officer (1990 batch, Haryana cadre), who combines his governmental career with deep scholarly work, especially on Ambedkar, caste, and electoral systems in India. He studied at the University of Hyderabad and Jawaharlal Nehru University, and earned a doctorate from the National Law School of India University, Bangalore, for work on Ambedkar. He has published widely in newspapers and magazines on Dalit history, social justice, and related themes, and has delivered numerous lectures and keynote addresses.
